How to Conduct an Initial RTI/MTSS Meeting

Coordinator guide for reviewing a service request, running the initial RTI/MTSS meeting, documenting interventions, and routing for sign-off.

This guide walks coordinators through the full initial RTI/MTSS meeting workflow — from reviewing a submitted service request, to preparing and conducting the meeting, documenting the intervention plan, and routing the completed plan for committee sign-off.

District and campus coordinators with access to the RTI/MTSS Meeting Manager in K12 Plus.

Before You Begin

  • You must be logged in as a coordinator.
  • A service request submitted by a teacher must already exist for the student.
  • Gather any available student background information, teacher input, and prior academic data.

Steps

  1. Log in and open the RTI/MTSS workspace — Navigate to RTI MTSS and open Meeting Manager. Confirm the student status shows New Initial RTI/MTSS Meeting.
  2. Review the service request and supporting documents — Open the Action Item Menu and select View Referral Requests and Student Documents.
  3. Prepare the meeting draft and send input forms — Open the meeting draft and send parent and staff observation input forms using the plus (+) button.
  4. Schedule the RTI/MTSS meeting — Enter the meeting title, date, time, location, and participants. Send the meeting invite.
  5. Manage meeting changes before the meeting begins — Use the Action Item Menu to reschedule, cancel, or start the meeting.
  6. Complete the meeting tabs and save all updates — Work through each tab and save after each one before moving to the next.
  7. Build the intervention plan — In the RTI/MTSS Interventions tab, create interventions with Tier, start date, frequency, duration, location, group size, and progress monitoring tools.
  8. Review plan options and view the plan summary — Select the appropriate next step: Cancel, Release from RTI, Refer to 504, Refer to IEP, or Dismiss from RTI.
  9. Complete the meeting and send for committee sign-off — Select Share for sign-off and choose participants to receive the plan.
  10. Monitor sign-off status — Use Show Sign-Off Detail to track who has not yet signed. Status changes to Active and Approved by Committee once all required members sign.

Troubleshooting

  • Student not appearing in Meeting Manager — Confirm the service request was submitted correctly and status shows New Initial RTI/MTSS Meeting.
  • Cannot send parent input form — Verify the parent is linked to the student's record.
  • Sign-off not advancing — Use Show Sign-Off Detail to identify who has not yet signed.
